Dr. Ida Saliny Hassan was appointed to the Board of Directors on 21st March 2025. With a strong background in governance, public administration, and policy development, Dr. Ida Saliny brings a wealth of experience and expertise to the table, particularly in the realms of higher education, government policy, and strategic planning.
Dr. Ida Saliny is currently the Director of the Governance Division at the Ministry of Higher Education Malaysia, where she plays a pivotal role in developing and streamlining policies related to the private higher education sector. Her responsibilities include ensuring compliance with the Private Higher Education (PHE) Act 1997, conducting research to enhance governance practices within the sector, and providing strategic advice on financial and administrative matters.
Before her current position, Dr. Ida Saliny served as Deputy Director in the Social Division at the Ministry of Economy from May 2022 to April 2024, where she played a key role in monitoring the development budget for the Ministry of Health Malaysia and contributed to the drafting of the Mid-Term Review of the 12th Malaysia Plan. Her work in coordinating health matters for parliamentary committees, the World Health Organization (WHO), and other international bodies further solidified her expertise in public policy and cross-sector collaboration.
Dr. Ida Saliny’s earlier roles included Section Head at the Government Investment Companies Division (Ministry of Finance), where she oversaw the financial performance of MoF Inc. companies, contributed to revising corporate policies, and provided strategic input for international bodies such as the World Bank, IMF, and OECD. She also worked on monitoring key performance indicators (KPIs) and outcome-based budgeting for government-owned corporations, ensuring the effective management of state-owned enterprises (SOEs).
Her diverse experience extends to her tenure as Special Officer for KPI to the Minister of Unity and Performance Management at the Prime Minister’s Department, where she coordinated national efforts on the implementation of the National KPI framework, working closely with multiple ministries and consultants to achieve performance improvements across government services.
Dr. Ida Saliny’s early career began in the Economic Planning Unit of Penang, where she contributed to the Ninth Malaysia Plan and Penang’s state development plan, and later as an Assistant District Officer in Seberang Perai Utara, where she oversaw land administration and management processes.
In addition to her impressive career in public service, Dr. Ida Saliny has served on the Board of Directors of MIMOS Berhad and Malaysia Airports Sdn. Bhd. (MAS), lending her governance expertise to these high-profile entities.
Dr. Ida Saliny holds a PhD in Management from Putra Business School, University Putra Malaysia (2016), an MA in Public Administration from the Harvard Kennedy School (2008), and a BA (Hons) in Human Resource Management and Industrial Relations from University of Kent at Canterbury, UK (1997). Her academic background, coupled with her extensive professional experience, positions her as a highly qualified leader on the Board.
